Credential Application Process
The credential recommendation to the Commission on Teacher Credentialing (CTC) is a multi-step process. Submission of the Credential Application will initiate the credential review and recommendation process. This process is initiated by the student.
Step 1 |
The applicant will review the credential requirements to ensure all requirements have been met. Please see a complete list of requirements below. The applicant should contact their advisor with any questions about the requirements or process.

Step 2 |
The applicant will complete the credential application. The credential application will initiate the credential review process by the Office of Licensures and Credentialing.

Step 3 |
The University of Redlands will submit the information necessary to the Commission on Teacher Credentialing (CTC) to recommend the applicant for the credential. This process generally takes 2-3 weeks.

Step 4 |
Applicants will receive an email notification when a recommendation is submitted. This email will come to the email address the applicant has their CTC Educator Profile set up with. The applicant will be able to complete and pay for the credential immediately. The payment process must be completed within 90 days or the credential will be purged and a new recommendation will need to be submitted. Applicants are responsible for updating contact information on CTC's educator portal.

Step 5 |
CTC will process the University’s recommendation and grant the credential within 10 business days. You will not receive a printed document from CTC when your credential is issued. The website is the official site for all credentials and permits. You can print a copy of your credential from the CTC website. |

Intern Teaching Credential
In order to be recommended for an intern teaching credential, current students must be found intern eligible and be hired for a full-time teaching position at a public school district or charter school in their credential field.
To be found intern eligible, students must apply when they meet the designated requirements. Current student should review the Internship Eligibility Application instructions and requirements.
If hired for a qualified internship, students must meet the following requirements to be recommended for an intern credential:
1. Completed credential application
2. Signed Contract or Offer of Employment with public school/school district which indicates full-time employment in their credential field
3. Evidence of a bachelor's degree from a regionally accredited institution*
4. Evidence of Basic Skills Requirement*
5. Current Certificate of Clearance issued by CTC*
6. Evidence of a negative skin TB test result within the last two years or chest x-ray exam within the last five years**
7. Evidence of Subject Matter Competency**
8. Evidence of the U.S. Constitution requirement**
9. Valid CPR certificate (infant, child, and adult)**
10. 3.0 Grade or equivalent in ALL pre-service foundations and methods courses
11. Clear student account of all registration/financial holds on account. Holds are indicated in the top right corner of the Student Planning screen.
12. Evidence of current COVID-19 vaccination or approved exemption
13. Health Education and Augmentative & Alternative Communication (AAC) Requirement. May be completed by School of Education workshop (EDSP students only).

Preliminary Teaching Credential
Students must complete all listed requirements before a credential recommendation:
1. Completed credential application
2. Evidence of a bachelor's degree from a regionally-accredited institution*
3. Evidence of Basic Skills Requirement*
4. Current Certificate of Clearance issued by CTC*
5. Evidence of a negative skin TB test result within the last two years or chest x-ray exam within the last five years*
6. Evidence of Subject Matter Competency
7. Evidence of the U.S. Constitution requirement
8. RICA passed (multiple subject and EDSP/MMSN students only)
9. All CalTPA cycles passed (single subject, multiple subject, and EDSP/MMSN students only)
10. TPE portfolio passed (EDSP/MMSN students only)
11. Valid CPR certificate (infant, child, and adult)
12. All teacher-prep coursework completed and grades posted
13. Clear student account of all registration/financial holds on account. Holds are indicated in the top right corner of the Student Planning screen.
14. Health Education and Augmentative & Alternative Communication (AAC) Requirement. May be completed by School of Education workshop (Only required for EDSP candidates who completed EDSP 616 and/or EDSP 625 prior to Fall 2022).

MMSN Credential: Students who began an education specialist program in Summer 2022 or after will obtain a Mild to Moderate Support Needs (MMSN) Education Specialist credential. Meanwhile, students who began an education specialist program in Spring 2022 or prior will obtain a Mild/Moderate Disabilities Education Specialist credential.
PPS Credential: School Counseling
Students must complete all listed requirements before a credential recommendation:
1. Completed credential application
2. Evidence of a bachelor's degree from a regionally-accredited institution*
3. Current Certificate of Clearance issued by CCTC*
4. Evidence of Basic Skills Requirement*
5. All PPS credential and fieldwork coursework completed (grades posted)
6. Required fieldwork hours and evaluation forms completed (verification completed during credential application review process)
7. Clear student account of all registration/financial holds on account. Holds are indicated in the top right corner of the Student Planning screen.

Preliminary Administrative Services Credential/Certificate of Eligibility
Candidates seeking an Preliminary Administrative Services Credential have three credential pathways to choose from.
Students must complete all listed requirements before credential recommendation:
1. Completed credential application
2. Evidence of a bachelor's degree from a regionally-accredited institution*
3. Current Certificate of Clearance issued by CCTC or current credential issued by the CTC*
4. Evidence of Basic Skills Requirement*
5. Evidence of a California teaching or basic services credential. Prerequisite credential must be a clear or life credential*
- Teacher Credential with English Learner Authorization
- Pupil Personnel Services Credential
- Teacher Librarian Services Credential
- Speech-Language Pathology Services Credential
- Clinical or Rehabilitative Services Credential
- School Nurse Services Credential
6. Letter from the district verifying 5 years of service
7. Verification of Employment Form CL-777 (for candidates that have an offer of employment)
8. All program coursework completed (grades posted)
9. Clear student account of all registration/financial holds on account. Holds are indicated in the top right corner of the Student Planning screen.
10. Cal APA Cycles —Students that began their program Fall 2018 will take CalAPA cycles but they are non-consequential. CalAPA will be required and consequential after Fall 2019.

Letter of Completion: Candidates who have not yet completed 5 years of service will receive a letter of program completion (issued by the University of Redlands). Candidates should request a recommendation for a Certificate of Eligibility or a Preliminary Administrative Services Credential upon completion of 5 years of service at a district.
Certificate of Eligibility: An individual who has completed requirements above but does not have an offer of employment in an administrative position may apply for a Certificate of Eligibility (issued by CTC), which verifies completion of all requirements for the preliminary credential and authorizes the holder to seek employment as an administrator. The Certificate of Eligibility has no expiration date.
